Patch for ATI Ultra Plus/Pro VGA

This patch file will solve the problem on Video Blaster unable to detect
available I/O addresses when used with ATI Ultra Plus/Pro VGA cards.

It is recommended that this file to be run immediately after the SET
VBLASTER environment in the AUTOEXEC.BAT file.
